There is little surprising about Trump's response to the humanitarian crisis in Puerto Rico. He has evinced little true concern, spending more time tweeting about football. His administration refuses to suspend an arcane rule, the Jones Act, which inhibits the ability of foreign aid to come to Puerto Rico. He did manage to suspend this rule for Florida and Texas after their hurricanes. This is not surprising. How shall we say this delicately: Puerto Ricans are not his political base.
